Can mid-high luxury be combined with low cost of living in a first world country?

Analysis: Mid-High Luxury usually commands a price to support it, Luxury products do go on sale every now and then, it isn't unimaginable to acquire a Diamond 5 karat ring for $1000, or a beachfront property for $200,000. Luxurious is attached to the 5 senses (see, hear, play, eat). Things can be luxurious but not high priced when the bulk of the population have not discovered it.
